The JVSZ believes, that merely in regard to the National Development Plan (NFT) the public service should be transferred.
Employer associations fervently lobby for reforms of the public services. VOSZ, MKIK and AmCham joined the action of the Joint Venture Association (JVSZ). According to György Mosonyi, JVSZ President, the implementation of the 2nd National Development Plan seems impossible unless the state administration is made competition oriented.

It is to be welcomed, that the need of the public services' transformation is taken into consideration at least marginally in the development plan, this is however not enough, provisions for performance assessment are indispensable - told György Mosonyi the Világgazdaság. He thinks, that e.g. the US American "Results Act" could serve as an example for an appropriate legislative regulation, and cited the long time slogan of the JVSZ: "No competitive economy, without a competitive public service".
JVSZ submitted the first set of relevant issues to the then Head of the Prime Minister's Office of the Fidesz government, István Stumpf, since that no feedback whatsoever. Upon the decision of joint government and business committees pilot projects were launched in two ministries in 2004 (VG, 13 April 2004). They are by now about to submerge - admitted the JVSZ President.
The association tries to go now for "all" - instead of picking fragments - and in cooperation with VOSZ, MKIK and AmCham. László Parragh, MKIK President spoke with Világgazdaság about the theme: there is no competitiveness in general, it can be figured out and achieved only in context with specific projects. György Mosonyi is permanently in dialogue with the competent ministries.
He believes, that the 2nd National Development Plan provides an excellent background for starting the projects, and for the optimal handling of EU resources amounting to billions, a competent public service is also indispensable. He is well aware of the fact, that reforms of this magnitude extend over several government cycles, therefore he will talk also to the representatives of the current opposition forces. For the elaboration of a framework system the institutional background - expert teams of 20-30 people each - must urgently be set up - he added. Basic objective is the modernisation and growing efficiency of the public service.
György Mosonyi pointed out, that the approach manifested in the latest version of the draft of the public service act differs quite considerably from that of ours. He thinks, that the starting-point is deceptive and the concept would stir up the present structure of the labour market (VG, 3 March 2005).
